The moved had been opposed by the Green Party, People Before Profit and Fianna Fáil.
The government has abandoned plans to charge for green bin waste.
Plans had been in place to charge 2c per kg – alongside 11c for black bin waste and 6c for brown bin waste – but the possibility that it could reduce recycling has forced a climbdown.
The Green Party, People Before Profit and Fianna Fáil had all opposed the measures, according to RTÉ.
The Department of the Environment confirmed that the measures would be withdrawn from new regulations.
Regional waste authorities had predicted that landfill waste could be reduced by 25% if they could encourage more people to separate their recycling from their normal household waste.
