The meters were being installed this morning on Our Lady’s Road, Rialto in Dublin 8.
At least 10 Gardaí were present as Irish Water contractors went about their work.
Residents in the area have opposed the installation of meters and there was a small crowd gathered as the work continued.
On Monday, two men were arrested at the nearby Rialto Cottages after a water meter installation van was blocked with staff inside.
